PRESENTATION
A bien des égards, la situation économique des pays arabes du Golfe se présente sous des traits que leur envient les pays les plus riches de la planète. Ils sont devenus des acteurs majeurs de l’économie mondiale. Réunis au sein du Conseil de Coopération du Golfe (CCG), six pays de la péninsule arabique : Arabie Saoudite, Bahreïn, Koweït, Oman, Qatar et Emirats Arabes Unis, détiennent à eus seuls 40% des réserves mondiales de pétrole et fournissent le quart de la demande internationale.



Stimulé par la hausse des revenus du pétrole et du gaz, le PIB des pays du Golfe (35 millions d’habitants) a progressé en moyenne de 7% par an et la tendance est à la continuité comme le prévoit le FMI qui l’estime à 883 milliards de dollars pour 2008.



Ces importantes recettes ont été mobilisées pour la réalisation de nombreux projets d’infrastructures et d’équipements lourds, notamment dans les domaines du dessalement de l’eau, de la production électrique, du raffinage, des télécommunications, de la pétrochimie, de la santé, etc. Ainsi, les Etats du Conseil de Coopération du Golfe, sont-ils devenus une destination de choix pour les exportateurs comme pour les investisseurs internationaux.



Parallèlement, les experts économiques, ont évalués les stocks d’investissements des pays du Golfe à l’étranger à plus de 1000 milliards de dollars réalisés notamment, dans des projets immobiliers et dans des prises de participations dans des entreprises industrielles de stature internationale, principalement aux Etats-Unis, en Europe et en Asie.



C’est pourquoi il est essentiel que les entreprises françaises prennent la juste mesure de ces enjeux concurrentiels et saisissent les multiples opportunités de partenariat qui se présentent à elles. La France bénéficie dans l’ensemble de la région, d’une très bonne image véhiculée notamment par les hautes performances de ses technologies avancées, ses produits de luxe, ainsi que par un engouement récent pour ses grandes écoles et ses musées.



La France – Pays du Golfe constituera une occasion exceptionnelle pour bénéficier d’une approche aussi complète que possible de l’environnement des affaires dans cette importante région du monde et tentera de démontrer que la coopération entre la France et les Pays du Golfe est une chance à saisir, car elle décèle les prémices d’une forte croissance à partager.




Il a pour objectifs de présenter aux grandes entreprises, aux PME, aux banques et aux institutions d’enseignement et de formation, une approche aussi complète que possible de l’environnement des affaires et des investissements dans les pays du Golfe et en France.

Cette initiative se place dans la droite ligne de la visite effectuée par M. Nicolas Sarkozy, Président de la République en Arabie Saoudite le 14/01/08, où il avait notamment déclaré devant les hommes d’affaires saoudiens «…La France ne veut pas être seulement un partenaire économique stratégique, même si dans ce domaine, comme dans le domaine scientifique ou technique, nous avons d’énormes choses à faire ensemble ». Les visites rendues également aux Emirats Arabes Unis et au Qatar témoignent du grand intérêt que porte la France au développement économique des pays de la région et à la consolidation du partenariat avec les pays de cette région dans les domaines économique, scientifique, technique et culturel et militaire. Rappelons que les pays arabes du Golfe sont devenus aujourd’hui des acteurs majeurs de l’économie mondiale. Grâce à la forte hausse du prix du baril qui a franchi cette année la barre symbolique des 140 dollars, les pays membres du CCG se sont constitués des fonds de réserve qui n’ont cessé de s’accroître. Cet apport a déclenché à l’intérieur de leurs frontières ( pour les 35 millions d’habitants) un boom économique sans précédent qui leur a permis d’accumuler à l’extérieur plus de 1000 milliards de dollars d’investissements, notamment en projets immobiliers et en prises de participations dans des entreprises industrielles de stature internationale aux Etats-Unis, en Europe, en Afrique du Nord et en Asie.

France maintains cordial and trusting ties with Bahrain. The French government supports King Hamad’s opening policy. This latter has made several official visits to France, first as Crown Prince (4 July 1995, 5 September 1997), and then as sovereign of Bahrain (15 July 1999 - his first head of state visit outside the Arab world, 12 September 2000 and 4 May 2001). Beginning in December 2002, relations between France and Bahrain have been rekindled through an increased number of official French visits to Manama: Mr. Renaud Muselier (Secretary of State for Foreign Affairs), followed by Ms. Michèle Alliot-Marie (Defence Minister), Mr. Dominique Bussereau (Secretary of State for Transport and the Sea), Mr. Dominique de Villepin (Foreign Affairs Minister) and Mr. Gilles de Robien (Minister of Equipment, Transport, Land-Use Planning and the Sea, in November 2004).
Bahrain’s Prime Minister, Sheikh Khalifa, made an official visit from 19 through 24 February 2004, during which he was received by the French President. Sheikh Khalifa also met with the Prime Minister, the President of the Senate, the Minister of the Economy and Finance, the Secretary of State for Transport and the Sea, and the President of the Institut du Monde Arabe.
Crown Prince Sheikh Salman made a working visit to France on 20 and 21 June 2005, during which he was received by the French President, the Foreign Affairs Minister and the Defence Minister.
Interior Minister Sheikh Rashed made an official visit to France from 27 to 30 November 2007, during which he was received by Interior Minister Ms. Alliot-Marie.

France and Bahrain have signed several bilateral agreements to promote their trade: economic and industrial cooperation agreement of 21 April 1977, tourism cooperation agreement of March 1980, non-double taxation agreement of 10 May 1993, air agreement of 3 July 1995, reciprocal investment protection and incentive agreement of 24 February 2004.
France’s economic presence in Bahrain is concentrated in four sectors: aluminium, oil, electricity, and banking. Our exports doubled in 2004 compared with 2003, making us Bahrain’s fifth-leading supplier (5.9% of the market share) in 2004, behind Japan, Saudi Arabia, Germany and the United Kingdom, but ahead of the United States and China. This growth stopped suddenly in 2005, because of a lack of big contracts and in spite of the involvement of several French groups in calls for tenders launched by the Bahrain government, particularly in the field of infrastructures. French exports grew again in 2006 (20.7%), reaching 109.6 million euros. France is the source of 1% of foreign direct investments received by the kingdom. For the most part, Bahrain’s exports to France are composed of refined oil products and aluminium.
A reciprocal investment protection and incentive agreement was signed in Paris on 24 February 2004 in the presence of both Prime Ministers.

Diyar Al Muharraq






Bahrain, 25th June, 2008: Diyar Al Muharraq, one of the biggest mixed-use residential urban developments ever undertaken by the private sector in Bahrain, was launched today with a spectacular aerial viewing of the 12-square-kilometre site of the future city. The urban development's anticipated total investment value is BHD 1.2 billion (US$ 3.2 billion) with Kuwait Finance House (KFH)Kuwait Finance House (KFH) as the major investor.

It is setting a benchmark in urban development in many ways, not least the physical scale and the expected number of planned properties standing at 30,000, which will house over 100,000 people on completion. Diyar Al Muharraq's long term strategy also includes a plan to support the Ministry of Housing's social housing programme.

Situated on the northern shores of Muharraq, the development will be gradually released, with the first facilities ready for use in 2010. The developer's vision is to create a unique city for the future, offering a choice of housing and a quality lifestyle for all. Diyar Al Muharraq is unique in offering an unprecedented lifestyle for people of all incomes to enjoy, as the pricing structure and selection of freehold properties is accessible to buyers from various income levels.

The masterplan maps out a self-contained city with many accessible, landscaped public spaces, incorporating around 40 kilometres of waterfront which includes sandy beaches and a marina. This will be among the largest publicly accessible waterfront in the Kingdom.

The substantial development will provide huge employment opportunities for local people combined with significant potential for investment across a range of residential and commercial properties. The city's comprehensive community services will include recreational, educational, medical and retail facilities, all supported by a high standard of infrastructure services.
The urban development has dedicated considerable resources to develop a comprehensive environmental initiative that includes a selection of strategies to support marine life, fishing reserves and professional fishermen in Bahrain. This has been done in close cooperation with the environmental authorities.
